Head Start 2026: From Regulatory Change to Thoughtful Implementation
Head Start may be entering a significant period of regulatory change. The 2026 proposed Head Start Program Performance Standards (HSPPS) would substantially streamline the current federal regulatory framework, potentially giving programs greater flexibility in how they design and operate services. However, greater flexibility does not necessarily mean fewer responsibilities.
One of the most important considerations for Head Start leaders is understanding the difference between a requirement that may be removed or changed in the HSPPS and an obligation that continues under the Head Start Act or other applicable requirements. As noted in the materials used to develop this resource, requirements contained in the Head Start Act do not automatically disappear simply because corresponding regulatory language is proposed for removal.
To help Head Start leaders begin navigating these potential changes, Early Education Development Academy LLC (EEDA) developed the 2024–2026 Proposed HSPPS Crosswalk.
This downloadable spreadsheet provides a side-by-side look at key Head Start domains and identifies the current 2024 HSPPS requirement, the proposed 2026 direction, relevant Head Start Act requirements, the type of potential change, and a recommended priority level. It also identifies ways EEDA can assist organizations with assessment, planning, policy and systems review, leadership development, professional development, coaching, and implementation.
The goal is not simply to identify what might be eliminated. The more important leadership questions are:
What is still required? What should we change? What should we keep because it protects quality? And where will stronger local systems be needed if federal requirements become less prescriptive?
EEDA's approach is built around a simple principle:
Reduce burden without reducing quality.
The crosswalk can be used by executive directors, Head Start directors, leadership teams, governing bodies, Policy Councils, and managers as a starting point for transition-readiness discussions, strategic planning, policy review, and organizational decision-making.
Important Note
The 2026 changes reflected in this resource are proposed, not final. Head Start organizations should continue following all currently applicable requirements until a final rule is issued and applicable changes become effective.
The spreadsheet is intended as an organizational planning, professional development, and implementation resource and should not be considered legal, accounting, or regulatory counsel.
